How to Make a Tourist Complaint in China

Plan your China tour? Generally speaking, Chinese people are kind and lenient to foreign visitors. But that doesn’t mean you are always safe and you can lower your vigilance while traveling in China. Like other countries in the world, tourist traps, scams or bad travel experiences also exit here in China.

If you have encountered cheating, forced shopping, fake products, bad experiences with a travel agency, or travel suppliers like flights, trains, scenic spots and hotels, and the list can be longer, you should make a tourist complaint to China Tourism Bureau or its branches in major cities where you are traveling.

According to the regulations made by China Tourism Bureau, A tourist is required to make a travel complaint within 90 days. When receiving travel complaints from tourists, tourism bureaus at all levels should handle these tourist complaints within five working days.

To make a tourist complaint in a faster way, you may make a travel complaint by calling the following tourism bureaus in China:

  1. I want to make a complain against Lido Hotel in Beijing Rd, Guangzhou
Can you please let me know the email address of the relevant authority that will investigate my complaint.
    Thanks for your help

  2. Thanks Daniel

This Lido Hotel in GZ service is getting worse. Besides the usual air-cond problem, dusty and unclean environment of the room, they cheated me at check-out by withholding my deposit. They said we damaged a wall electrical plug! which we never used. We were in a hurry to the airport and had to settle whatever they want.

We will write a detailed report to the relevant authority – to curb their wild behaviour to other users.

Thanks again Daniel for your help

  6. During our tour in China , among the agenda we visit the bao shu tang pharmacy. Initially we have no intention to buy anything. Then we were introduced to specialist Prof Chai. Who said is in charge for welfare of military retired VVIP at that place. What he said is correct about my health same as diagnosed byspecialist and we didnt tell him anything about my health problem. So we were advise to take 2 type of bottle. Which was said to be bao shutang medicine. The minimum time required is 3 month. And we were told we unable to order online.

After coming back to our country, we found out that only one medicine were from bao shu tang. On the above medicine box ,they put a bao shu tang sticker. these became apparent when after 1 month of consume these medicine I start having pigmentation problem and had to be refered to skin specialist. It was said that these are symptom of steroid .We were told to stop taking the medicine since it is possible that the medicine contain streiod.

I did thinking asking for refund, but in trip advisor web other similar victim mention that when they return back, these product was rejected by bao shu tang at custom by saying it is not their product.

Where to make a complaint on these matter?

  7. Hi Onteng,

Maybe you’ve encountered a fake Bao Shu Tang. This is the official website of Baoshutang : http://en.baoshutang.com/ .

As far as I know, it is not easy to make a complaint on the matter.

YOU may complain to China Tourism Administration:

    Tel:010-65275315 010-65201010(weekend)
Add: Jia 9, Jianguomennei Avenue, Beijing 北京市建国门内大街甲九号

  8. I was cheated by 鈺蓉和珠宝商 (Chengdu) on 19Oct in buying their jades (the boss claimed his jades are genuine with certificates ). Back to Singapore on 20 Oct 2015, I checked his website was fake. It is a scammed. Found out on web review that many tourists were been cheated too.
How can I lodge a complaint with Chengdu Tourist Bureau to get back my money RMB18000. Also to complain about the tour agent 世界金沙 played a part in this scam in bringing tourists there to buy jades. Their tour guide has bad attitude & service (kept hinting about his commission). There should be a automated refund for one optional tour being cancelled, he kept quiet until we repeatedly ask him. Overall my 1st Chengdu trip was a very bad experience.

  9. Hi Serene,

You may complain to Chengdu Tourism Bureau.

  10. I was being charged for a add on sight seeing place which was already included in the 1 day tour to Hangzhou thousands island lake. How can I make the complain and get a refund for it?

  11. Just to update. Regarding my case. I emailed directly with bao shutang headquarter in china since I lost trust on their branch in Guilin. I was required to present receipt of purchase and return of the product. I mention to them that if i were to return the goods to China it possibly blocked at custom. So they ask me to give to their agent in my country. Then they refunded me for the unopen product. The HQ do live to their customer first policy.

  12. I was in Beijing China few days ago. I was with a group tour. Our tour guide brought us to a jade shop/factory where we bought some bracelets and pendants on what we believe was at a cheap price and only to find out back home that we were cheated by the one from the shop who’s claiming to be the only son of the owner and enticed us by his lavish sweet and convincing talk to purchase such.. I found out from what I’ve read that it’s been happening to some tourist as well.
I’ve read some news and letters that it is possible to make a refund,, but i don’t know where to file a complaint and how to.. I’m thus seeking for your kind help.
The name of the store is Beijing Jewelry Yushi Zhanlan Club. The managers name on a call card given to us is Li Yan and the name of the so called only son of the owner is Johnny Lim.
Me and my sister paid for a jade bracelet at a price of $630.00 each instead of around $100.00 ech only. And 4 pieces of jade pendant at a price of $200.00 each instead of around $25.00 each only. It’s a way huge overpriced that is why i’m finding a way to make a complaint and have the refund.

  13. Hi Maria,

Sorry to hear your story! You may contact Beijing Tourism Administration to tackle your problem. But as far as I know, it is a long and complicated process. They have an official website ( http://www.bjta.gov.cn/ ). They have a page ( http://www.bjta.gov.cn/cms/web/attentionForeground/complain.jsp ) only in Chinese which can take a case of a tourist complaint ) and unfortunately their English version doesn’t have the service of handling complaints ).

Alternatively, they have a Facebook page, which allows you to contact them, such as sending messages to them. Check out the facebook account of Beijing Tourism Administration below:

    https://www.facebook.com/beijingtourismvisitbeijing

    Good Luck!

    Thanks

  17. Hi,
I was in Shanghai on 31st Oct. where I was cheated in West Nanjing road..
One leady approached me to offer massage and I took her number I told I will call her later as she was pregnant I thought better to give the business to her rather than anyone else who were begging every 10 ft you walk in Nanjing.
Then when I called her she introduced me to another girl who took us by taxi to a place which was 20 min drive from Nanjing.. There we were harassed and forced to give all our money by 6/7 wrangler guys and we just came back to hotel with bared hands and our while tour was spoiled.
Before I travel ti China I was thinking it is a safe and modern country with a rich culture.. but it is a shame for Chineese government that they cant even control and cover the safety of tourists in a city like Shanghai..
I have pinned the location of the bar on map, where they took us and did all that. anyone can suggest how we can report this place so that in future people will not be traped?

  18. Hi Morteza,

    Sorry to hear your story!

Anywhere around the world where there are larger groups of humans, there will be more opportunities for scams. It seems the way of the Universe that these will be filled. We should always be aware, do research and remember that if it seems off, or too good, it is probably a scam. This is true in China, the U.S., or any other place where humans exist.”

See the top 10 tourist scams in Beijing:
    http://www.tour-beijing.com/blog/china-travel/tourist-traps-in-china/top-10-tourist-scams-beijing

Basically it is safe to travel around China including the city of Shanghai.

Personally I’ve travelled Shanghai for several times. I mainly follow two principals:

    1) First principal: Normally I wouldn’t talk to any strange persons.

    2) Second Principal: Be healthy in heart — no greed for discounted stuff, no greed for sex.

    Life is still beautuful.

  21. my family just visited beijing and found out about the pearl and jade scams. sad to say, my wife bought a considerable huge amount of these jewelries thinking that we really had a great deal and everything is authentic since it is part of a package tour that we are into as arrange by our local agency here in the Philippines. is there a way you can guide us on how we can ship back the items and refund our money. We paid thru credit card and upon checking with our local bank, they confirmed to us that it’s already paid. And, the only way to refund the money is thru the merchant where we purchased the items. Please help us. Thank you very much and we’re hoping for your assistance and immediate reply.

  22. Dear Jojie,

Sorry to hear your story! Basically, as far as I know, you should ask the travel agency which has arranged your trip to Beijing to have your money refunded. Your travel agency is held accountable for the pearl and jade scams simple because the pearl and jade stores are arranged by them, not by yourself. They should push their local travel agency in Beijing to fix the problem.

We are not an authoritative organization and unable to help you refunding your money.

  25. Hi there,

A group of us just back from Tibet, we are very upset about our tour agent, we settled the 1st and 2nd payment in USD as per contract signed and were told to settle the final payment in Tibet, either in USD or CNY. In the written email from tour agent, we were told to pay the exchange differences if we were to settle the final payment in CNY, we replied the agent we will settle in USD. When in Tibet, when we settled the final payment in USD, the tour agent requested us the pay the exchange differences, and threatened us will ‘cut’ the service if we do not pay the shortfall of caused by exchange. And they did not refund us the entrance fees of not able to visit Yungbulakang due to rennovation, as per their promised in the email. We are very upset with them. Please advise where can we make this complaint.

    Thanks.

  27. Hello,

Today we took a taxi from the Shanghai Museum to the Wyndham Grand Hotel. It was 64.00 at the end of the trip. He made a very big “circle around the city”, I had my offline e maps, I could notice of that, but as I was unable to communicate with him, we could not tell him anything just till the end of the trip, by “signs” and he noticed at the end. We had to pay him. He refused to give us a receipt so I took a picture of the final amount and I have some screenchots of the trip.
    It was clearly an abuse.

  28. Dear Itzel Cab,

Thanks for writing us the story! Sorry for the unethical hehavior of the taxi driver. Enjoy your trip and don’t be marred by the incident.

  29. Hi, my family and I were cheated by Jewellery Shop in Guangzhou on 16 November 2017 in buying their jewellery thinking that we were really into buying authentic jewellery at a good bargain and since it is part of a local day tour in Guangzhou recommended by Clivia Hotel and we were made to understand that it was one of a compulsory stop by the Guangzhou Tourism Board. Since it was a government requirement, we did not expect to be short-changed in anyway.

We purchased some jewellery and paid thru credit card and the credit card company confirmed payment. Back in Malaysia, we found out from the local jewellery shop that they were fakes. The shop assistant said that the necklace was an 18 carat white gold chain but it was confirmed that the chain was just electroplated gold. The rubies were all fake stones.

  30. Dear Josephine Wong,

Sorry to hear your shopping experience! Personally I never believe in buying authentic jewelry at a good bargain, and most probably it is a scam!. Our instinct of looking for something cheaper is often taken advantage of by some immoral cheaters.

Please request your day tour organizer to assist you having your jewelry refunded.

  31. i follow tour to Zhangjiajie early of the mth, the tour bring us to shopping stops, its fine for me but the thing is when they bring us to the silk factory. The manager there was very very rude and they don’t wanna let us go even if some of us had already bought their silk cover etc. the manager talk so rude like wanna fight, keep forcing us buy and wasted our time. my friend who went there last few mths, she said the same thing happen they don’t let them go out of the shop until they buy something. To me this is like FORCING already, isn’t it? Our guide tell us if we don’t like don’t wanna buy we can leave but then those staff don’t wanna let us leave, threaten us that if we leave they don’t wanna sign our tourguide report. We were inside there for one hour plus. i saw a notice on their wall, no force no sell but they do like this is what? persuade us? not force? i got her contact 13550344330. all of us are very unsatisfy with this.

all the shopping stop that we went, they very smart, they markup the price high and discount til very very low for you. My mom got trick and she bought the ‘Celestial’ mattress and pillow which we found out our nearby country much more cheaper for the same material.

  32. I joined a group tour to China and stayed in Beijing 3 days (from 30 June to 1 July 2018). On the way to the airport, we were took to Beijing Jewelry Yushi Zhanglan club. And a girl who came to be the youngest daughter of the owner gave a name of Ly fan. Her Family has many shops in HK and her father had a jade mine in Myanmar. So the coincidence was dramatic and she befriended us with a token : each of us were given a white round jade in a bag. SHe said money is nothing and friendship is everything and was happy to meet us on an otherwise boring day. Anyway, fast forward, she took us to a room and started teaching about jade and precious stones and asked which jewelry was the most expensive in the shelf. SHe then pointed out at a black box and showed the jadeite pendants with animal zodiac signs. SHe gave us incredibly huge discounts and , when we got excited to get one, she showed us another set, which was priced more than the other and is on special price of $1988 USD , which was 10% of the original value. And when she got us hooked on this set, she pulls out a set of his own collection and told that was the best and we wouldn’t find anything like it. was not for sale but since she felt kinship, he would give it for $400 USD, of course the original amount was 10X more. The name doesn’t show in the shop. But she handed out his business cards and it says , Li Yan Manager. Beijing Jewelry Yushi Zhanlan Club. It was located in a warehouse-like building.

When I came home and felt that I and my husband were cheated and we searched the name of this shop and found that other people also were scammed by us. This was the first time we came to China and really got bad impression. We will talk this to our friend and may suggest them not to go to China or be aware of Chinese shops 🙁

  33. I have left China and I am not well versed in Chinese language. But I want to complain on my tour guide when I visited Leshan and Emeishan on Mar 11 to Mar 12. Is there an email address I can send my complaint to? I feel that as tourist we must be protected from rude and uncaring tour guides. Please help me.

  34. Hi,

I and my friends are just back from Beijing. During the tour, our tour guide took us to this one Pearl factory named inherit yuyushijia jewelry Beijing and this one guy has cheated our money as we just know that is a fake pearl, and during that time we are using our credit card,he known as the son of the company owner and he said he can give more discount at the name of friendship. May I know where should I complain regarding this?

  35. Dear Annamaria,

    Sorry for my delayed reply!

It is not easy to find the email address to Xian Tourism Development Commission (Xian Tourism Bureau). Instead I get an email from Shaanxi Provincial Tourism Development Commission (Shaanxi Tourism Bureau). Xian is the capital city of Shaanxi Province. Basically Xian tourism is under the supervision of Shaanxi tourism.

The official website of Shaanxi tourism :

Due to some pandemic situation in Chongqing my domestic flight got cancelled I booked 3 domestic flights from Chongqing to Guangzhou all got cancelled unfortunately I was not able to reach Guangzhou at that time , I contacted the same travel company they said we can’t help you in this case also I contacted the airlines but no body cares I contacted both parties still now no is serious about this matter my visa is also going to expire in few days. I went to emigration office here in Chongqing they said you must leave china ASAP
One officer told me borrow money for someone to purchase another ticket or go to Guangzhou get quarantine for 14 days their and after fly to your country
I want to complaint this Qunar travel company they are not cooperative people
