How to Make a Tourist Complaint in China

Plan your China tour? Generally speaking, Chinese people are kind and lenient to foreign visitors. But that doesn’t mean you are always safe and you can lower your vigilance while traveling in China. Like other countries in the world, tourist traps, scams or bad travel experiences also exit here in China.

If you have encountered cheating, forced shopping, fake products, bad experiences with a travel agency, or travel suppliers like flights, trains, scenic spots and hotels, and the list can be longer, you should make a tourist complaint to China Tourism Bureau or its branches in major cities where you are traveling.

According to the regulations made by China Tourism Bureau, A tourist is required to make a travel complaint within 90 days. When receiving travel complaints from tourists, tourism bureaus at all levels should handle these tourist complaints within five working days.

To make a tourist complaint in a faster way, you may make a travel complaint by calling the following tourism bureaus in China:

  6. Hi admin,

I bought Bao Fu Ling from Tong Ren Tang, 115 Jinzun Rd, New Area Pudong, Shanghai during a recent Shanghai/Jiangnan tour (early November 2012). However, upon checking Bao Shu Tang website, the packaging is different and the authentication code is fake (code authenticated at http://www.bjbst.com.cn). Bao Shu Tang website announce that starting June 2012, Bao Fu Ling come in new packaging but the one I bought was produced in July 2012 and is in old packaging. The same Tong Ren Tang also tried to sell us expensive/overpriced and unnecessary Chinese medicine.

I’ve also bought some products (such as pu’er tea) that I suspected might not be as claimed. The shop claim they are selling 26 year old pu’er tea at RMB500, but I found product with similar packaging from the same company on the internet selling for RMB280 and are actually pu’er produced between 2001 and 2005.

I want to file a written complaint to China’s tourism authority and I would appreciate it if you could guide me to the right authority and their email address.

    Thanks.

We just came back from Shangai on 26Nov 2012.

The Shanghai Tour Guide brought us to a Jade Center

We are cheated by the center because the Director of the Jade Center,

S$100,000.00 & he is selling us a token of the price i.e. S$3,500 to 4,000.00.

  14. We took a tour in Canada, and paid everything (Service fees and other fees mandatory)
once arrived there, it never mentionned that we had to take luggage services, and especially the tour guide offered 2 options (170$CAN or 250$CAN), we decided to not take the option, the tour guide categorically refused and treathened us if we don’t take it, she will reimburse us and get off the autocar (we were in the middle or no where, in the countryside).
This tour guide was rude, dishonnest, threatening, not clear, etc. Since the first day, we have no trust towards her.

And also, at the subscription, we wanted a tour guide speaking Cantonese, we ended in Mandarin (couldn’t really understand what she says) some of us don’t even understand a word.

  15. I would like to file a complaint about the process of getting a visa to get into China. I am from Australia and am in Bangkok. Normally I would apply for my visa in Australia, but I have been overseas with my passport and was unable to do it. I checked the website for the embassy and was told I would need a copy of the travel itinerary and accommodation booking, and passport photo and passport, which I had. I waited in the queue for about an hour and a half and the woman at the counter rudely told me that the photo needs to be attached and to go to the counter at the back and attach it! I asked if she could do it because I had been waiting a long time, but she refused and then ignored me. So almost crying I went and glued the photo onto the application. Then I queued up again for some time (not quite as long, about half an hour) and by the time I arrived to the counter, I was told that I need a letter my my employer!!!!! Well of course I did not have this. who carries this around with them?, Nowhere on the website does it ask for one. So I called my employer to email me one and then went to an internet cafe near the embassy and printed it. By the time I got back to the embassy they were just closing. I asked please, can they process my visa, but no, they told me to come back. It was not open again until 3pm. So, I came back at 3pm and queued up again, and was then told, they only give out the visas in the afternoon, not take applications. It takes about 45 mins to get to the Embassy from where I am staying.. So I still don’t have my visa and I will try again tomorrow. I asked many times at the embassy is there anything else I need, but they just waited until I queued up again and told me I need the letter. And if they ask me for another document tomorrow, I believe that I will cancel my trip to China, my friend will have to go on her own. If it is like this at the embassy and I haven’t even made it to China then I am not sure I want to go.

  16. If someone answers this tonight, can they please tell me if I need anything else to take to the embassy tomorrow. If I do not get the visa tomorrow, I will be unable to travel.

  17. Hello Kim Cleave,

    Welcome to China!

My name is Daniel Li, a common Chinese citizen. What I’m going to say only represents myself and has nothing to do with our government.

As far as I know, basically, to apply for a Chinese visa, you need to present your passport, your travel documents ( if you are a tourist) including your flight tickets, accommodation and your travel itinerary. If you travel China on business, you should have an invitation letter from your Chinese partner. But it’s first time for me to learn that you need a letter from your employer. Maybe because you apply for Chinese visa from Bankok instead of Australia. Normally it takes minimum 2 days to get the visa after application( that’s what I learn about).

Please don’t be upset at the service on part of the woman at the counter! I fully understand your feeling about your experience at the counter. Life is still beautiful despite of some unhappy things in our daily life.

By the way, personally, I’ve been to your picturesque country with amazing visits to Sydney, Gold Coast, Brisbane, Cairns and more. I was fascinated by the fresh air, blue sky and sapphire sea!

For an ordiary Chinese citizen, it is more difficult to get an Australian visa. Beside all the travel documents and the letter from the employer ( also demanded by Australian embassy in Beijing ), we need to deposit a certain amount of money in a bank in advancde and present the bank draft to Australian embassy in Beijing. Normally we have to wait for 5 working days to get the visa.

Have a good luck tomorrow! Enjoy your trip to China!

  18. We bought medicinal supplements from Bao Shu Tang in Hainan and found them unsuitable. We called up Bao Shu Tang and they are willing to accept the supplements back and give us a full refund. My problem is how to send them back as we contacted courier services and they said the supplements maybe confisticated or send back by the customs as they are very strict.

  19. Hello Monica Kwong,

You may use DHL to send your things back. Sorry, we don’t know why conficateted since you have been able to have taken them abroad. Please consult the your local post office for the exact policy on the stuff.

  20. It is indeed a grest relief to note that we can send the supplements back. May I ask what documents are required for a smooth return? I will be sending them by DHL. Will there be any import taxes or any other taxes to be paid? I do not think our local Malaysian post office will know of the policies of China.

  21. Hello Monica Kwong,

Personally , I dont’ think you need to pay any taxes such as import tax. As for the smooth return, it mainly depends on the attitude of Bao Shu Tang in Hainan. Basically, you have the tight to have your stuff refunded if you return them. Good luck!

  22. I woule like 2 make a complaint about houhai lake in beijing. We hired a battery boat 4 one hour only 20mins in the battery died and we were pushed further and further away by wind. we managed 2 get to the wall and meand my partner had 2 pull the boat back by our hands against the wall, we luckly found a pedl

She refused at first to even give our deposite back. They then shut the window on us, with people helping us speak chinese she said we were 2hours. Which we werent. We wanted our full 300yuan deposite back for the stress, injury and bad service and had to fight to get 200, the amount for being late though we were late because the boat died. He eventually gave 200 and said happy which we both said no. Bt they made us go away. Im very anoyd visted china many times as a student and tourist and this incident has really made me angry. I Also want to warn other tourists not to rent a boat. Thanks natasha

  23. My parents just came back from Hainan Island and was persuaded to buy lotsa medicine from Bao Shu Tang, Hainan Island. They spent around S$4,000 in total for 4 different medicines.

Only one medicine was featured in Bao Shu Tang’s website. The other 3 are not featured at all.

We are worried about my parents being cheated and as my dad suffers from many complications and is on many different types of western medication. Please advise how I can make sure the other 3 not featured in the Bao Shu Tang website are real. Thanks.

  24. I have booked 2 join-in tours to Juizhaigou and Leshan for 2 persons online through a travel agent in Chengdu. The tours were in September,2013. After checking with fellow travellers and travel agents in Chengdu, I found that I have been overcharged by the travel agent. I felt cheated.

  28. I would like to file a complain on Bao Shu Tang in Xinglong, Hainan. Please provide the email address and contact of the relevant authorities so that I can email my written complain on Bao Shu Tang. They cheated both my friend and I in consulting their so called “expert physician” and even told me that I got ovary infection which will result into cancer if I don’t get it treated. He scared my old aged mum on the seriousness of my conditions and urged her to persuade me to buy the medicines. I was pressurized to buy them. After making payment, we were surprised that the medicines were all prepacked. When I came back to Singapore, I quickly went to conduct a check up and luckily, I was told by my gynae that I am not having any infection or whatsoever quoted by the stupid physician. It is so horrible for a physician instead of curing and saving people, ended up result into scaring and conning people. 没有医德。

  29. Hi Daniel,

Thanks a lot! By the way, will they take in our complain and course of action will be done? Normally what is the procedure like? So far any successful case in getting their money refunded?

  30. Hello Cynthia,

As far as I know, it is not easy to get your money back. It is a bit complicated in your case. You are not robbed. You feel you are cheated. Tourist scams happen everyday in China and other countries as well. It is hard for any governments or police to crack down on them totally. This is only my personal opinion. Don’t be frustrated. That’s life. Life is still beautiful.

  31. We admire and respect how People’s Republic of China put tremendous efforts and invest on China tourism.

However, last week, our family have been seriously cheated by one of the local tour agency during our trip from Quilin to Yangshuo. We are particularly concern this would seriously impact China Tourism reputation if this is allowed to happen.

Please tell me email address of China tourism administration to whom we could share our bad experience together with all evidents and pictures. Thank you.

  32. Hi,

I would like to file a complaint as well against Bao Shu Tang and the only information I have about them is from the credit card charge is so I can send that over to the credit card issuer:

    BAO SHU TANG PHARMACY
    WENQUAN AVENUE
    XINGLONG
    WANNING
    571533
    CHINA

Any help would be appreciated as the credit card issuer gave me a somewhat illegible copy of a receipt and an invoice. If there is a contact number for this pharmacy, I certainly could give them my two cents.

Also, is it typical for these pharmacies to go along with scamming people? From what was described to me, the tour guide offered some sort of free massage service, and then some sort of “doctor” came in describing miracle cures to everything are available at the pharmacy… I can’t help wonder if they are just bad people in general cause they are targeting elderly people.

  33. How I can lodge written complain via email to Guangzhou Tourism Buereu Complaint? I bought traditional Medicines from Bao Shu Bao pharmacies in Yuan(renmibi) via credit card..however they themselves put their own hig sky conversion and charge using my local own cuurency. This is a cheat and never happen in anywhere I went. The should only charge in their local currency and our bank will do the conversion via the bank’s conversion rate.

  34. Dear Sirs,
I had made enquiry to Top China Travel of Guilin for a Shandong tour in coming May for 12 of us , all from Malaysia. This tour company agreed to provide all the hotels specified by me. After paying 50% of the tour fare as deposit, they booked two hotels for us and say the rest of the three hotels are not included. I want to make a complaint to the Tourism Complaint Bureau Guilin quickily to resolve the matter as our departure date is on 7th May. Can you please give me their email address?

  35. Dear Sir,

Their so called “expert physician” sold me a box (contains 5 x 0.4g) of 悦心牌五加参合for ¥4800 which is not even featured on their website.
    What a cheater, really 没有医德.
