History: As far back as Qing Dynasty in 18s, Hailaer was existed as an important martial fort. It was named Hulun Buir City because it was sited on Hulunbuir grassland. It was played an important role as the northern gate of Qing Government since the sign of Sino-Russian Nerchinsk Treay on circles.
It had horse roads leaded to Qiqihar, Heishantou, Gubeikou, Zhangjiakou, Kulun, Aershan etc at that time, which contributed the prosperity of the city. At the beginning of the 20 century, the invasion along with the foreign capitalist economy, the area entered into a new business development period. A trade market was opened up outside Hulun Buir City. Dong-Qing railway set up a station at the position, named “Hailang”, the translation of “Hailar”. As the popularity of Hailang station was smartening up, Hulun Buir City was replaced by Hailar.
Climate: Hailaer enjoys a temperate semi-arid and semi-humid continental monsoon climate, marked windy and rainless spring, short and cool summer, long and cold winter, as well as the faster cooling autumn.
Transportation: Air-Hailaer Airport, also named Hulunbuir Dongshan Airport is the dominating airport in Inner Mongolia. The domestic serves has been opened to Beijing, Hohhot, Harbin, Shenyang, Nanjing, Hangzhou, Shenzhen, Qinhuangdao, Guangzhou, Shijazhuang, Tianjin, Shanghai, Dalian, etc. There are international scheduled flights to Russia, Janpan and so on.
Railway-Beijing-Moscow Railway stops in Hailaer. Hailaer Railway Station is the major railway station serving trains to Beijing, Harbin, Hohhot, Manzhouli, Dalian, Dandong, etc.
Highway-Hailaer Long-distance Bus Station has scheduled buses neighboring cities and provinces.
